Proven Compliance Solutions, Inc. (PCS) is pleased to announce its three-year anniversary in the field of NERC Reliability Compliance Consulting! PCS has firmly established its level of excellence for its clients in both Bulk Electric System (FERC Orders 693 and 716) and Critical Infrastructure Protection (FERC Order 706) regulatory matters.

PCS was formed three years ago by a team of seasoned compliance professionals who are making a qualitative difference in the electric utility industry. These talented individuals, along with their staff of consultants, collectively have well over 200 years of industry experience in literally all aspects of the power system – including generator and transmission system operations, marketing, and regulatory compliance, all from the industry standpoint. PCS, in its three-year history, has served the compliance needs of nearly 50 industry clients, providing services that include conducting compliance preparatory audits, developing and implementing operationally sound procedures that support all aspects of regulatory compliance, Internal Compliance Program development and implementation, and advising clients on proper document management methods.

PCS’ executive team includes Crystal Musselman, President and CEO (WECC Western Interconnection Compliance Forum founder and former chair), Mitchell Needham, PE, Treasurer (former NERC Reliability Readiness and Compliance Auditor with over 35 years experience), Francis Esselman, Vice President (36 years industry experience in fossil plant operations and system operations management), and Ryan Carlson, Corporate Secretary (20+ year cyber security industry expert). Together, this team and their first-rate staff of consultants are ready and willing to take on the compliance issues of any user of the Bulk Electric System, whether it is total compliance implementation and management or providing that crucial gut check before an audit.

PCS Consultant, Anita Swanson, summed up these last three years for her as, “An incredible experience. Working for PCS has provided me with not only challenging and fulfilling work, but the satisfaction of knowing I’m making a difference for the companies that are using our services. I’m very fortunate to work with a group of outstanding colleagues and the most amazing clients, and am looking forward to many more years with PCS.”

In addition to its in-house consultants, PCS has established a number of strategic partnerships and alliances since 2010, including ongoing relationships with Triton Security Solutions, Inc., Hand Energy, Patterson Power Engineers LLC, and most recently Lumension (providing a reliable platform for the total management of regulatory compliance by establishing a comprehensive set of internal controls).

On May 23, 2013, the North American Electric Reliability Corporation (NERC) filed a motion with FERC requesting an extension of time, from July 1, 2013 to July 1, 2014, of the effective date of the definition of “bulk electric system.” NERC’s motion also asked for a shortened response period and that the Commission act on the motion on an expedited basis.

In response to NERC’s motion, FERC has issued an order granting an extension of time on the Bulk Electric System definition effective date and the Rules of Procedure exception process. The order was issued Thursday, June 13, 2013, by FERC in Docket Nos. RM12-6-000 and RM12-7-000.  This order extends the effective date from July 1, 2013 to July 1, 2014. If you would like to read the order in its entirety, send an email to Anita Swanson at This email address is being protected from spambots.
